Central Caste Certificate Format (UPSC, SSC, Railways, NEET)

Essential guide on obtaining and verifying the Government of India format for Other Backward Classes (OBC-NCL), Scheduled Castes (SC), and Scheduled Tribes (ST).

Crucial Rule for Central Exams: State government caste certificates that mention “Reservation under State Act” are NOT accepted for Central civil services, defense, banking, or Central University admissions. You must get the prescribed Government of India Annexure format issued or endorsed by an authorized revenue authority.

Understanding OBC Non-Creamy Layer (NCL) Criteria

To avail 27% OBC reservation in Central Government civil posts and admissions, you must belong to a caste recognized in the Central OBC list AND satisfy the Non-Creamy Layer test:

1. Income Threshold (₹8,00,000 / 8 Lakhs per annum):

The gross annual income of parents must not exceed ₹8 Lakhs for three consecutive financial years.

2. Critical Exclusion (Salary & Agriculture Income):

As per DoPT Office Memorandum (No. 36033/5/2004-Estt.(Res)), income from salary and agricultural land is not counted for determining the creamy layer status of children of government and non-government employees, unless categorized under status-based criteria (e.g. Group A/Class 1 entry before age 40).

3. Candidate's Own Income Is NOT Counted:

Only the income and social status of the parents is considered for creamy layer determination. The applicant's personal salary or earnings are completely excluded.
