Getting a Caste Certificate in Bihar: The Ground Reality & RTPS Rules

For years, obtaining a Jati Praman Patra in Bihar was notorious for bureaucratic delays at the local Block (प्रखंड / अंचल) offices. Whether it was in Patna, Gaya, Muzaffarpur, Darbhanga, Bhagalpur, Purnia, or Rohtas, applicants had to stand in long queues outside the RTPS counter, fill manual forms, and run behind the local Revenue Karamchari (राजस्व कर्मचारी) for ancestral land report clearance.

To eliminate touts and unnecessary harassment of students, the Government of Bihar revolutionized digital governance by migrating all services to the ServicePlus framework on serviceonline.bihar.gov.in under the historic Bihar Right to Public Services Act, 2011 (बिहार लोक सेवाओं का अधिकार अधिनियम).

Today, whether you are applying for BPSC examinations, Bihar Police Constable/SI, BPSC TRE Teacher Recruitment, or post-matric scholarships, you do not need to pay a single rupee to cyber cafe agents. You can apply directly on your phone or laptop. However, applications are strictly checked by the Revenue Officer against ancestral revenue records (Khatiyan or Jamabandi). Understanding the 3-tier hierarchy and document rules will ensure your certificate is approved on the first attempt without rejection.

What You Will Learn in This Complete Bihar Guide:

We walk you through the mandatory 3-tier hierarchy (RO Level → SDO Level → DM Level), the vital difference between EBC (BC-1) and BC (BC-2) categories, how to correctly fill Form 1 on serviceonline.bihar.gov.in, what to do if you don't have a father's caste certificate, and how to download your digitally signed QR PDF without visiting the Block.

Understanding the 3-Tier Issuing Authority Hierarchy in Bihar

A common mistake made by applicants in Bihar is directly trying to apply for an SDO or DM level certificate. In Bihar, revenue administration follows a strict sequential hierarchy:

Tier 1 (Mandatory First Step)

Revenue Officer Level (राजस्व अधिकारी स्तर)

Issued at your local Block (अंचल कार्यालय). Formerly called Circle Officer (CO) certificate, it now carries the reference prefix BCCCO/2026/XXXXX (or BCCRO). Note: Do not confuse this with BRCCO, which is the prefix for Residence Certificates (निवास प्रमाण पत्र)! This RO certificate is sufficient for 99% of Bihar state government exams (BPSC, BSSC, Police) and scholarships.

Tier 2 (Sub-Division)

SDO Level (अनुमंडल पदाधिकारी स्तर)

Required for certain state judicial services, medical admissions, or as an intermediate endorsement for central quotas. You can only apply for SDO level after your RO level certificate is approved, by entering your BCCCO reference number. Issued with prefix BCCSDO or BSCCO.

Tier 3 (District Level)

DM Level (जिला पदाधिकारी स्तर)

Issued by the District Magistrate or Additional District Magistrate (ADM). Generally required for specific central government appointments or interstate verifications. Requires an active SDO certificate number to apply (prefix BCCDM or BDCCO).

Reservation Categories & Quotas in Bihar

Bihar has distinct classification rules for backward classes that differ from central lists:

1. Extremely Backward Class (EBC / अत्यंत पिछड़ा वर्ग - अनुसूची-1 / BC-1)

18% State Quota

Includes marginalized OBC communities in Bihar such as Teli, Mallah, Nishad, Nai, Kanu, Dhanuk, Nonia, Chandravanshi (Kahar), Kumhar, Badhai, Ansari (Momin), and others.

Note: When applying for Central jobs (UPSC/SSC), BC-1 communities are merged under the single Central OBC category.

2. Backward Class (BC / पिछड़ा वर्ग - अनुसूची-2 / BC-2)

12% State Quota

Includes communities such as Yadav, Kurmi, Kushwaha (Koeri), Baniya (certain sub-castes), Surjapuri Muslim, and others.

3. Scheduled Castes (SC / अनुसूचित जाति)

16% State Quota

Includes communities notified under Constitution (Scheduled Castes) Order, such as Dusadh (Paswan), Chamar (Mochi), Dhobi, Musahar, Pasi, Dom, Mehtar, and others. Permanent lifetime validity.

4. Scheduled Tribes (ST / अनुसूचित जनजाति)

1% State Quota

Includes indigenous tribal communities notified in Bihar, such as Santhal, Tharu, Oraon, Gond, Kharwar, and others.

5. Economically Weaker Section (EWS / आर्थिक रूप से कमजोर वर्ग)

10% State & Central Quota

For general category citizens whose family gross annual income is below ₹8 Lakhs and who satisfy residential asset ceilings.

Legal Quota Notice (Patna High Court Ruling): In late 2023, Bihar enacted a 65% caste quota law (+ 10% EWS = 75%). However, on June 20, 2024, the Hon'ble Patna High Court (CWJC No. 16760 of 2023) quashed the amendment for violating the 50% reservation ceiling. Therefore, the legally operative reservation quotas in Bihar remain 18% EBC + 12% BC + 16% SC + 1% ST + 10% EWS.

Crucial Rule: Caste Certificate vs Non-Creamy Layer (NCL) Certificate

Thousands of students in Bihar make a major mistake during recruitment document verification: they submit a simple Jati Praman Patra when the exam commission (such as BPSC or BSSC) explicitly asks for a Non-Creamy Layer (NCL) Certificate (क्रीमी लेयर रहित प्रमाण पत्र).

Here is the difference you MUST know:

  • Caste Certificate (जाति प्रमाण पत्र): Only certifies that you belong to a specific caste (e.g. Yadav, Mallah, or Kurmi). It does not certify your economic income status.
  • Bihar State NCL Certificate (बिहार सरकार के प्रयोजनार्थ क्रीमी लेयर रहित प्रमाण पत्र): Mandatory for claiming 18% EBC or 12% BC reservation in Bihar state exams. It confirms your parental income is below ₹8 Lakhs and you do not belong to the creamy layer.
  • Central NCL Certificate (केंद्र सरकार के प्रयोजनार्थ): Issued in the English format prescribed by DoPT for UPSC, SSC, Railways, and Central Universities.
Pro-Tip for Fast Renewal: An NCL certificate is valid for 1 year. If you already received an NCL certificate in the previous financial year and your family income remains below ₹8 Lakhs, you do NOT need a fresh field investigation. You can directly renew it by submitting Form XVIII-B (प्रपत्र XVIII-ख / स्वघोषणा पत्र) on ServicePlus. If you need the central format for UPSC/SSC, check our Central Format Guide.

Crucial Rule for Married Women (विवाहित महिलाओं के लिए मायके का पता अनिवार्य)

Under Bihar General Administration Department (सामान्य प्रशासन विभाग) Circular No. 673 and Circular No. 14524, a married woman's caste and NCL certificate must strictly be issued from her father's name and paternal home address (पिता के नाम एवं मायके के पते से). Applying with your husband's address or husband's surname leads to automatic disqualification in BPSC Teacher (TRE) and Bihar Police document verification. Check the full Bihar Documents Required Checklist before applying.

Statutory Timelines Under Bihar RTPS Act (2011)

Under the Bihar Right to Public Services Act, the Revenue Officer is legally bound to issue or reject a caste certificate application within 10 Working Days (१० कार्य दिवस).
